AAS Statement on Military Rule in Myanmar

On February 1, 2021, the Myanmar Tatmadaw (Army), led by Commander-in-Chief General Min Aung Hlaing, sieged parliament and declared a state of emergency military rule for the next year. The general justified this coup though accusations of election fraud; the Election Commission refutes this claim. State Councillor Aung San Suu Kyi and her party, the National League for Democracy (NLD), won a landslide victory (83%) in the November 2020 general election and MPs were scheduled to assume office on February first. Instead, the Tatmadaw detained Aung San Suu Kyi and key members of the newly-elected government, and began to round up activists, intelligentsia affiliated with the NLD, monks, advisors, and most recently, Election Commission officials.

Following nearly five decades of military rule, Myanmar had begun transfer of power to civilian governance with a 2008 military-drafted constitution and the start of elections in 2010. The NLD became the majority party following the general election in 2015. During the last decade, there have been valuable gains in freedom of expression, including those in the higher education sector, international education, research and exchange. The February 2021 coup represents a huge step backwards.

Outraged by the military’s recent return to power, hundreds of thousands of people throughout the country have taken to the street to protest the coup, the detentions, and the reversal of democracy in Myanmar. Entire sectors of workplaces have struck and joined protests in their work uniforms, including university faculty, barristers, airport tower communications, health workers, civil servants and in some cases, police who have broken rank to join with the protesters. The military has countered these protests by shutting down the internet, blocking Facebook, imposing a curfew, and banning gatherings of more than five people. There have been cases of police use of physical violence against unarmed protesters in Naypyidaw and Mawlamyane. Outside of Myanmar, protests have been held at government buildings, Myanmar consulates and embassies overseas, including in Bangkok, Canberra, London, Taipei, Tokyo, and Washington.

The Association for Asian Studies joins citizens and scholars worldwide in our condemnation of the Myanmar military’s assault on freedom of information and expression. We urge General Min Aung Hlaing and the Tatmadaw to recognize the will of the majority, to release all political prisoners, and to return power to the elected government so that they may exercise the right to rule vested in them by the people of Myanmar.
